Democratic Flood Risk Management*
This research was born out of frustration for Nigeria’s failure to curb annual urban flooding. Through an analysis of the hydrodynamic changes in the environment spurred irregular activity within the waterways, it was determined that an upstream to downstream approach was necessary to unite the water bodies. Thus, a democratic flood risk management system was developed to unify the collective power of the individual. By understanding and utilizing the indigenous measures once used to promote the river’s function, a deification strategy was designed to create communication between people and water. This uses a reward based system that aligns the various activities along the river with an overarching strategy. The application uses micro-catchments to create natural flood controls through surface alterations that allow the landscape to be legible by the river communities simplifying hydrological control.
